We are looking for a highly skilled Senior Oracle APEX Developer to lead the development of a high-performance Aggregate Spend Reporting Application. The role requires deep expertise in Oracle APEX, SQL, PL/SQL, CSS, and JavaScript to design, build, and optimize data-driven applications for healthcare spend reporting, ensuring compliance with industry regulations such as the Sunshine Act and EFPIA. Responsibilities:  • Design, develop, and maintain Oracle APEX applications to support aggregate spend reporting. • Write and optimize complex SQL queries, PL/SQL stored procedures, triggers, and functions for efficient data processing and reporting. • Utilize CSS and JavaScript to enhance the user interface and ensure a responsive, user-friendly experience within Oracle APEX applications. • Perform database optimization for large datasets, ensuring fast query execution and application performance. • Develop and optimize interactive Oracle APEX reports, dashboards, and data visualizations to meet business and compliance requirements. • Collaborate with business analysts, data teams, and other stakeholders to gather requirements and deliver scalable solutions. • Mentor junior developers, providing guidance on Oracle APEX development, database design, CSS, JavaScript, and optimization techniques. • Work with Business teams and Business Analysts to understand functional and non-functional requirements. • Provide design options and tradeoffs analysis for requested new functionalities, changes to existing functionalities, technical enablers and system improvements. That includes data modeling, modular application design, system integrations design. • Conduct reviews of existing solutions to identify gaps for resiliency, risk, and performance. • Creates and manages up to date documentation on Application Specification, and Data Flow Diagrams, Sequence Diagrams and architectural design documents using Lucidchart or others. • Assist support team in incident management and problem management for complex issues. • Coach and train junior team members.

• 5+ years of experience with Oracle APEX application development and design. • Strong proficiency in SQL and PL/SQL, with experience in writing complex queries, stored procedures, functions, and triggers. • Hands-on experience with Oracle Database architecture, schema design, and performance tuning. • Expertise in CSS and JavaScript for customizing and enhancing the Oracle APEX user interface. • Experience with Oracle APEX components such as Dynamic Actions, Reports, Forms, and Charts. • Experience developing interactive reports and dashboards using Oracle APEX. • Knowledge of data integration techniques, including ETL processes and integrating APEX with other systems. • Strong understanding of data security, including encryption, access controls, and user management within Oracle APEX. • Experience with healthcare regulatory reporting, particularly the Sunshine Act, EFPIA, and other compliance standards. • Excellent problem-solving skills, particularly in large-scale data processing and optimizing SQL and APEX performance. • Experience working in the life sciences or healthcare industries, particularly related to spend transparency and reporting.
